An Bord Pleanála has appointed opensky to develop its planning case management system to provide a fully digital service for the public including online submission of planning cases, payment of fees and review of documentation.

opensky Data Systems is delighted to announce that it has been awarded a 4 year contract to design, architect, build and support a new end to end case management solution, for Ireland's planning appeals body, An Bord Pleanála.

The new system, currently titled Plean-IT is a case management solution that will manage workflows, documents and records for the processes sing and deciding of planning applications and appeals. The solution will include features to embed spatial data and mobilise site inspection visits.

The Web Portal will provide a digital service enabling online submission of planning appeals, applications and other related documents, allowing remote access to planning related documents, whilst offering other corporate website services in an accessible and user-friendly manner.

 Loretta Lambkin, Chief Officer, An Bord Pleanála outlined the reasons behind the awarding of the contract to opensky Data Systems by highlighting the 7 key areas of impact that the new system had to address, “Case Management, Mobility, Website / Web Portal, Document Management, Reporting and Management Information, Customer Support and Non Functional requirements all had to be addressed within the one architecture. GIS spatial data and existing internal and external systems integration was another challenge. We had to find a partner that not only had deep knowledge of planning processes but also had proven expertise in several different silos of technologies and had the knowledge on how to bring them seamlessly into an overall architecture. Not an easy find!”

During the last year, An Bord Pleanála has worked with the Department of Environment, Community and Local Government and the local government sector to ensure that legislation and policies are put in place to drive the provision of a national e-planning service.    

The opensky team will be led by Programme Manager, Clare Mee, who has successfully delivered large scale enterprise projects for the HSE and the Department of Jobs, Enterprise and Innovation among others.

The CRM/xRM Dynamics platform emerged as a perfect choice for the core platform, giving staff a familiar and intuitive interface and enabling us to build out easily and quickly the integrations and customised features that were required to 100% meet the requirements of An Bord Pleanála”.   

The project begins this month with a collaborative briefing to all 140+ An Bord Pleanála staff from the project teams at ABP and opensky. Plean-IT is set to go live in 2017.
