OpenSky Launches Service to Accelerate Public Sector AI Adoption at Scale
- New end-to-end service helps public bodies overcome governance gridlock and move experimental AI into everyday workflows
- Provides day-one compliance with EU AI Act and NIS2, keeping human oversight at the centre of public decision-making
- Unveiled at International AI Summit in Dublin with support from Minister James Lawless TD and Enterprise Ireland

15th October 2026: OpenSky, an Irish data, AI and governance specialist, has today announced the official launch of its Managed AI Framework service in response to the growing challenges around AI adoption. The new service is designed to help public sector organisations move AI projects from pilot to live production, providing the security, governance and ongoing management needed to deploy AI responsibly and reliably at scale.
OpenSky’s Managed AI Framework was unveiled at the International AI Summit in Dublin, where the company was among a select number of Irish businesses exhibiting at the event.
The launch comes as public bodies face a difficult choice. AI that gets things wrong can damage public trust, create legal exposure and cause reputational harm, resulting in many promising pilots being stalled at the risk and security review stage. Standing still carries its own risk, as applications, claims and enquiries continue to grow faster than teams can process them. OpenSky's Managed AI Framework gives public bodies a way forward they can stand over, taking proven pilots into live service with the controls, oversight and evidence needed to deploy AI safely at scale.Built on Microsoft Foundry to integrate seamlessly with existing enterprise technology, the framework delivers a unified model across four pillars: Scale, Integration, Adoption, and Risk/Safety/Oversight. Rather than treating AI as an isolated software install, OpenSky builds solutions around measurable public and service outcomes, embeds them into live operational workflows, supports public sector employees through AI adoption, and manages performance and compliance around the clock.
Crucially, the service provides public bodies with built-in day-one compliance for the EU AI Act, GDPR and NIS2 regulations. Every deployment ensures continuous monitoring, human-in-the-loop oversight, and clear evidence trails for audit and scrutiny purposes.
Speaking at the launch, Minister for Further and Higher Education, Research, Innovation and Science, James Lawless TD said:
“Ireland has an opportunity to lead in developing artificial intelligence and demonstrating how AI can be responsibly deployed to improve the public services people rely on every day. The transition from AI experimentation to trusted, real-world deployment will be critical to achieving that ambition.
“OpenSky’s Managed AI Framework is a strong example of Irish innovation addressing that challenge. By bringing together research, technology, governance and practical implementation, initiatives such as this can help public bodies harness the benefits of AI while maintaining the high standards of accountability and trust that people rightly expect.”
Michael Cronin, Managing Director of OpenSky said:
“The next phase of AI adoption is about moving beyond pilot projects and rolling out proven solutions that work reliably, safely and at scale. Public bodies are under enormous pressure to deliver faster with finite resources, but they cannot afford the reputational or legal risks of unmanaged AI.
“We built the Managed AI Framework to take responsibility for that entire journey. We bridge the gap between initial pilot success and dependable, long-term public value, integrating into core systems while managing performance, costs, safety, and regulatory compliance on an ongoing basis.”
Amanda Ward, Manager Digital Technologies & International Education at Enterprise Ireland commented:
“Enterprise Ireland is proud to support ambitious Irish companies that invest in research and innovation to deliver commercially focused solutions to real-world challenges. The launch of OpenSky’s Managed AI Framework highlights how Irish SMEs can leverage deep expertise in regulated sectors to create cutting-edge services with significant international export potential.”
OpenSky brings more than two decades of specialist experience delivering critical digital systems across government, healthcare and pharmaceutical sectors in Ireland and internationally. The company has been a member of the EU AI Pact since 2024.
